These phone calls are automated claiming you have 24 hours to reply before you'll be arrested. It is a complete scam, claiming they are from the IRS. Apparently the number is only good for 24 hours.

The person using this phone number is a scammer using another person's identity. He uses the names Stephen Morris, David Jennings and Xavier Doublet. He poses as a military man in the US Army stationed in Damascus Syria. He befriends women and asks for money or a new phone valued at $800 to be sent to him. He has profiles on Plenty of Fish and Twitter.

A man claiming to be named Harry Klukkert called me from this number repeatedly after we met on Match and then he proceeded to talk inappropriately to me and gave me fake photos and other fake information.
